Times Square Caesar’s Palace Casino Project Enters Public Review

The Times Square/Caesar’s Palace Casino project has entered public review. Meetings and public hearings will be held by the project’s Community Advisory Committee (CAC) this summer, the first of which was held on July 23rd. At the first CAC meeting, the agenda consisted of housekeeping matters and a presentation from the casino applicants. No public comments were heard at the July 23rd meeting. There will be a public hearing scheduled at a later date and we will provide updated information as we receive it.

The Casino proposal in CB5 will not go through a formal city process as it does not require a Land Use review, but the CAC Board and NY State Gaming Commission public hearings will be an opportunity to comment on the proposal. The law establishing the siting process for up to three commercial casinos in New York State includes the creation of a Community Advisory Committee for each casino applicant to review their application and vote on whether the project should advance to the Gaming Facility Location Board for consideration. An application was received for a proposed project on 1515 Broadway, Manhattan (Caesars Palace Times Square), and thus a Community Advisory Committee was formed to review the proposal under this jurisdiction.
 
The Caesars Palace Times Square Community Advisory Committee is collectively tasked with:
·         Reviewing the project application;
·         Listening to/reading public comments about the application; and
·         Voting by September 30, 2025, whether the project should be advanced to the Gaming Facility Location Board for consideration to be one of up to three commercial casinos. 
 
A public hearing provides an opportunity for members of the public and community to offer comments on the Caesars Palace Times Square project for the Committee’s consideration. Hearings are not venues for members of the public to ask questions of the Committee members or the Applicant. Hearings are strictly for Committee members to hear and receive comments on the project proposal
 
The Public Hearing portion will begin after the Community Advisory Committee meeting and Applicant presentation are complete.
 
Public Hearing Logistics
Members of the public who would like to sign up to speak may arrive no earlier than 9:30am.
 It is not necessary to make an appointment in advance to speak at the hearing. Individuals wishing to speak will be asked to sign up in person. Speakers will be allowed 2 minutes to present their statement on a first come first serve basis.
 
Due to the time and space limitations of the venue, attendance will be closely monitored and capped when at capacity. Please be mindful of these parameters and respectful of the venue and proceedings should entry to the event need to be slowed or restricted.

All emailed and mailed comments will be recorded and reviewed by Committee members in full. Comments may be posted on the Caesars Palace Times Square Community Advisory Website.
 
Public hearings will be livestreamed, recorded, and posted online soon after the event concludes. The recording will contain closed captioning. All comments – spoken, emailed, and written – will be documented and given equal review and weight by Committee members.
